Taiwan Gets Special Combat Vehicle

TAIPEI — Taiwan’s Special Forces Command (SFC) has incorporated a new four-wheeldrive Special Combat and Assault Vehicle (SC-09A) into its inventory for use in mountainous terrains, a Ministry of National Defense (MND) source said. The vehicle was first displayed to the media on March 9.

The SC-09A is a light unarmored vehicle for off-road combat. The vehicle is 4.1 meters
long, 2.2 meters wide and weighs 1,225 kilograms.  The tires are puncture-proof and the
vehicle is outfitted with an anti-blast fuel tank, radio, night-vision equipment and a search light, and the front bumper has a winch.

The 871 Airborne Group, under the SFC, was the first to be outfitted with the new vehicle. Taiwan split the Army’s 861 Airborne Brigade into two groups (862/871), each with three battalions, in 2007, the MND source said. The SFC is under the command of the new Aviation and Special Forces Command (ASFC), which consists of 9,000 personnel.

The three-seat, left-hand drive SC-09A provides a gun mount for the right-seat passenger and a rear gun mount on the roll bar above with the gunner seated in an elevated rear-central seat. The two gun mounts can be fitted with the MK-19 40mm grenade launcher and the locally built T-74 7.62 medium machine gun (based on the FN Minimi).

The rear compartment also has a gun rack that can store three locally built T-91 5.56mm assault rifles. The Kaohsiung-based 205th Arsenal manufactures both the T-74 and T-91.

The MND source would not confirm who built the SC-09A, only that the contract was for 56 vehicles and locally manufactured. The SC-09A is similar in appearance to Singapore’s ST Engineering-built Spider Light Strike Vehicle and can be airlifted internally by Taiwan’s CH-47SD Chinook transport helicopter and C-130H Hercules cargo aircraft.

There has been some criticism by the local media over the price per vehicle, which
cited the $60,000 price tag, and complaints about the vehicle’s handling from those in
the military who have driven it. 

The ASFC’s order of battle consists of the 601 and 602 Aviation Brigades; 603 Aviation
Training Command; the Air Transport Battalion; 101 Amphibious Reconnaissance Battalion (Army Frogmen), Airborne Special Service Company (anti-terrorist); and the SFC.

Despite Evidence, China Denies Selling Launcher to N. Korea

TAIPEI — There is growing evidence China has violated United Nations sanctions against selling arms to North Korea.

One week after the failed launch of a long-range ballistic missile, North Korea unveiled a new intercontinental ballistic missile (ICBM) seated on a new 16-wheel transporter erector launcher (TEL) during the April 15 parade in honor of the late North Korean founder Kim Il Sung’s 100th birthday.

The TEL vehicle appears nearly identical to the WS51200 (WS2600) manufactured by the Hubei Sanjiang Space Wanshan Special Vehicle Co., a subsidiary of the China Aerospace Science and Industry Corp. (CASIC), said Richard Fisher, senior fellow at the International Assessment and Strategy Center.

On April 15, Fisher sent a letter outlining the similarities between the two vehicles to U.S. Rep. Michael Turner, R-Ohio, chairman of the House Armed Services strategic forces subcommittee. Two days later, Turner sent a letter to U.S. Secretary of State Hillary Clinton and Director of National Intelligence James Clapper asking for an investigation.

A new North Korean ICBM mated to a Chinese TEL vehicle suggests “such cooperation undermines the administration’s entire policy of investing China with the responsibility of getting tough on North Korea,” Turner wrote.

During April 19 testimony by U.S. Defense Secretary Leon Panetta before the House Armed Services Committee, Turner asked if China was assisting North Korea with its missile program. “I’m sure there’s been some help coming from China,” Panetta said.

“I think we’d have to deal with it in another context in terms of the sensitivity of that information. But clearly there’s been assistance along those lines,” he said.

Panetta added there was “no question” that North Korea’s ICBM and nuclear capability “represent a threat to the United States.”

Chinese officials have previously assured the U.S. State Department they do not violate U.N. sanctions restricting the sale of arms to North Korea. China voted in favor of U.N. Security Council resolutions 1718 in 2006 and 1874 in 2009, which placed sanctions on North Korea and demanded an end to its nuclear and ballistic-missile programs.

The 1874 resolution prohibits the sale of “almost all military equipment to North Korea with the exception of small arms, and even that required a notification process,” said Jack Pritchard, a North Korea specialist and president of the Korea Economic Institute in Washington.

Parading the new missile and TEL is an “act of defiance for the regime against U.N. sanctions], and, of course, it is also an act of defiance against the U.S., since its launch would clearly violate the Leap Day agreement with the Obama administration,” said Chuck Downs, author of the book “Over the Line: North Korea’s Negotiating Strategy.”

North Korea reaffirmed its commitment to denuclearization and to implement a moratorium on long range missile launches, nuclear tests and uranium enrichment production.

The announcement was made after the “Leap Day Accord” on Feb. 29 at the conclusion of talks between the U.S. and North Korea in China. However, it violated that accord on April 13 with the failed launch of a Taepodong-2 ballistic missile.

U.S. State Department spokesman Mark Toner told reporters April 19 that “China has provided repeated assurances that it is complying fully with both Resolution 1718 as well as 1874.”

However, assurances from Beijing do not square with a press release issued by CASIC. The press release, issued Oct. 19, 2010, said the company had secured a 30 million yuan ($4.75 million) export order for the WS51200 to an unidentified country. The unidentified country deposited 12 million yuan for the order and it was the first export order for the WS51200 since the company began promoting export of the WS series. The contract had been in negotiation since 2008.

Chinese media outlets reported April 17 that Pyongyang procured eight WS51200 vehicles from CASIC, and that they were possibly assembled in North Korea.

The North Koreans could have obtained the plans for the design from rogue or corrupt Chinese engineers, said Bruce Bechtol, author of the book “Defiant Failed State: The North Korean Threat to International Security.”

“This is exactly what happened with the Musudan-ri missile,” he said. “Rogue Russian operatives smuggled a complete SSN-6 [R-27] missile into North Korea in 1992 — and the Russian government had nothing to do with it.”

The Musudan-ri intermediate-range ballistic missile is seated in a North Korean six-wheeled MAZ-547A/MAZ-7916 TEL and was unveiled during the October 2010 parade celebrating the 65th anniversary of the Korean Workers’ Party.

China Pushes New Advanced Weapons at DSA

TAIPEI, Taiwan — Chinese companies are promoting advanced weapons for the international market at the 13th annual 2012 Defence Services Asia (DSA) exhibition held from April 16-19 in Kuala Lumpur, Malaysia.
The China National Precision Machinery Import and Export Corporation (CPMIEC) is marketing three truck-mounted transporter erector launcher (TEL) missile systems: BP-12A, KS-1A, and FD-2000.
Of the three, the BP-12A surface-to-surface missile weapon system can carry a 480-kg warhead within ranges of 80 km to 280 km, just short of the 300-km range and 500-kg payload export restriction under the Missile Technology Control Regime (MTCR).
The BP-12A first appeared at the eighth Zhuhai Airshow in 2010 and is a shortened variant of the B611 short-range ballistic missile. According to CPMIEC brochure obtained at DSA, the BP-12A is “used to attack various important targets with campaign depth, such as missile site, rocket and longer ranger artillery site, communication center, troop concentration site, logistics supply base, and technical support center.”
The BP-12A system can carry two missiles-in-container for vertical “hot launch.” The warhead and missile body will not separate during flight, the brochure said. The BP-12A missile system shares the same launching platform as the SY400 multi-launch guided rocket system and the same ground test and launch control system.
CPMIEC is also marketing for export at DSA the KS-1A medium-range air defense missile weapon system (SAMWS) and the FD-2000 long-range air and missile defense weapons system.
The KS-1A SAMWS can target both aircraft within 7 km to 50 km and cruise missiles within 7 km and 30 km. It has a truck-mounted dual hitch-type missile launching mode and box-type oblique hot launching mode.
The FD-2000 with vertical TEL is an advanced long-range, all-altitude air and missile defense system that can perform in “mass air raid and severe electronic jamming conditions.” It can target cruise missiles (7-24 km), air-to-ground missiles (7-50 km), aircraft (7-125 km), precision-guided bombs and tactical ballistic missiles (7-25 km).
“FD-2000 is mainly provided for air force and air defense force for asset air defense to protect core political, military and economic targets,” according to the CPMIEC brochure. It can also coordinate with other air defense systems to “form a multi-layer air defense system for regional air defense.”
CPMIEC is also promoting the tailless flying wing SH-1 unmanned aerial vehicle first exhibited during the 2010 Zhuhai Airshow. The system is used for tactical aerial reconnaissance and battlefield surveillance.
It can be outfitted with two different systems: a CCD digital scanning photogrammetry system or a lightweight multispectrum CCD digital camera system. The SH-1 consists of a ground support system that includes a control station, launch vehicle (ejection or rocket-assisted) and support vehicle. It has a range 180 km, flight speed of 90 to 150 km/h and a maximum altitude of 5,000 meters.
CPMIEC is also showcasing its new X-band truck or ship-mounted HK-CL Continues Wave Measurement Radar for precise measurement of radial velocity and all-range trajectory of moving targets, including cannon shells, rockets, missiles, jammer projectiles and manned and unmanned aerial vehicles.
The radar is possibly an upgrade of the HK-CL43 produced by the LEBON Radar Electronic Technology Co. and is being tested on some naval vessels as an acquisition target radar for the Flying Leopard FL-3000N surface-to-air missile weapon system.

Taiwan Looks To Buy 2 Perry-Class Frigates From U.S.

TAIPEI — Struggling to pay for recent weapons released for sale by the U.S., Taiwan may seek to buy two former U.S. Navy Oliver Hazard Perry-class frigates after its plan to buy four was terminated.

The Taiwan Navy originally planned to buy four Perrys from the U.S., but the effort was blocked by the Ministry of National Defense (MND) in late 2011 because of cost and technical considerations, a Taiwan defense industry source said. The MND has been having difficulty paying for $18 billion worth of U.S. arms released by the U.S. Foreign Military Sales program between 2008 and 2011. It is also pushing the U.S. to release 66 F-16C/D fighter aircraft on hold since 2006.

There has been criticism among defense analysts in Taipei and Washington who suggest Taiwan would be better off building the warships in Kaohsiung.

A U.S. defense analyst said the U.S.-built Perrys are “too old and too expensive” for Taiwan, especially when they are older than the eight Perrys Taiwan built locally. The China Shipbuilding Corp. built eight PFG-2 Perry-class frigates (Cheng Kung-class) under license between 1993 and 2005.

However, the Taiwan defense industry source indicated the older U.S. frigates would “represent the quickest and least costly way for Taiwan to fulfill this requirement.”

“Taiwan has no money to build new Perrys, the last of which, built 10 years ago, cost over $570 million,” he said. “Today, building four new PFG-2s would cost well over $2 billion, as compared with near- scrap prices for surplus ... Perrys, plus refurbishment and upgrade.”

Taiwan’s eight 3,800-ton Knox- class (Chi Yang-class) frigates were procured from the U.S. in the 1990s. All are based at Suao Naval Base with the 169 Patrol Squadron and perform primarily anti-submarine warfare missions along Taiwan’s east coast. Each ship is equipped with SQS-26CX, SQS- 35(V) and SQR-18A(V)1 sonars.

Weapons include ASROC Mk 16 anti-submarine rockets, Harpoon anti-ship missiles, SM-1MR air defense missiles and Mk 46 torpedoes. Each ship can carry one MD500 anti-submarine warfare helicopter. The MD500 is assigned to the 501st Helicopter Squadron at Tsoying Naval Base.

In 2003, seven Knox frigates received the H930 modular combat systems stripped from the seven remaining Gearing-class destroyers later scuttled as reefs.

The next year, the Taiwan Navy began debating options to replace the Knox after the 932 Chi Yang (ex-FF 1073 Robert E. Peary) became temporarily inoperable because of mechanical and structural problems. The local Chinese-language media dubbed the frigates “beached wrecks.”

The Navy was initially divided on building smaller vessels in the 2,000-ton range, while others pushed for larger vessels capable of handling more weapons. Both plans were dropped when the MND continued to delay the decision because of budget problems.

If Taiwan is unable to procure a replacement for the eight Knox frigates, it will be down to 18 warships over 3,800-tons: four Kidd- class (Keelung) destroyers, eight Perry-class frigates and six La Fayette-class (Kang Ding) frigates.

In 2000, the Navy had 39 warships over 3,000 tons. During the 1996 Taiwan Strait Missile Crisis, Taiwan had 43 destroyers and frigates.
